Thomson Reuters has recently updated the Journal Citations Report 2010 and revised the Impact Factor of Advances in Electrical and Computer Engineering from 0.688 (as of JCR published in June 2011) to 0.700. Also, the Aggregate Impact Factor for the "Computer Science, Artificial Intelligence" category was revised from 1.817 to 1.849, the Median Impact Factor remaining unchanged. Also, for the category "Engineering, Electrical & Electronic" the Aggregate Impact Factor was revised from 1.441 to 1.462, and the Median Impact Factor from 0.962 to 1.004.

Starting with number 1/2012, the best top 3 accepted papers will be published free of charge. The respective papers will be selected based on the total score obtained in the reviewing phase.

New backup hosting location for Advances in Electrical and Computer Engineering was setup, in a different physical location. Also, a Failover machanism is in place with DNSMadeEasy, so the AECE website will never be down, even the database connection will be limited.

Advances in Electrical and Computer Engineering® is a peer-reviewed journal published by the Stefan cel Mare University of Suceava and the Romanian Academy of Technical Sciences, Romania. This journal is rated as Class A publication by the Romanian Council for Research in Higher Education (CNCSIS) and it is indexed and abstracted in Science Citation Index Expanded and Journal Citation Reports/Science Edition by ISI Thomson Reuters. The AECE Journal policy is to publish high quality original scientific articles with permission from the Editorial Board. Papers must be written in English. They must not have been previously published and should not be under consideration for publication elsewhere.

JOURNAL PERFORMANCE METRICS AND CITATIONS

The number of citations an article has received is a good measure of how much impact the paper has had. The same applies to every issue of a journal, and for the journal itself. In order to provide accurate information on the number of citations received for every paper, we developed the "Cited By" section, available for every paper published after 2007. Also, we provide information about "Top 10 most cited papers in Web of Science®" and "Top 10 most cited papers in SCOPUS®". AIMS AND SCOPE

The principal aim of the journal is to bring together the latest research and development in various fields of science and technology such as computers science, artificial intelligence, pattern recognition, knowledge engineering, process control theory and applications, distributed systems and computer networks, electronics, communications, data transmission, software engineering, energy converters, control of electric drive systems, non-conventional energy conversion, sensors, transducers modeling and design, electro-physics, and nanotechnology.


PEER REVIEWING PROCESS

The submitted papers are subject of a blinded peer review process, in order to select for publishing the articles meeting the highest possible standards in electrical engineering and computer science.

In a first step the editor sends the received papers, without the name and affiliation of authors, to two experts in the field, by usign the on-line web management system. The electronic evaluation form used by reviewers contains a checklist in order to help referees to cover all aspects that can decide the publication. In the final section of the evaluation form, the reviewers must include observations and suggestions for improvement that are send to the authors, without the names of the reviewers.

All the reviewers of a paper remain anonymous to the authors and act independently before, during and after the evaluation process. They have different affiliation, are usually located in different towns/countries, and they are not aware of each other's identities. If the decisions of the two reviewers are not the same (accept / reject), the paper is send to a third reviewer.

If the suggestions of reviewers for improving the paper are rejected by the author, the Editor-in-chief editor invites the author to reply to reviewers with the respect of anonymity, using the on-line support interface. Observing the dialog, the Editor-in-chief editor may send the paper to additional reviewers.

The final decision for publication is done by the Editor-in-chief based on the scrutiny of reviewers and the scope of the journal.

The Editor-in-chief editor is responsible for the quality and selection of manuscripts chosen to be published, and the authors are always responsible for the content of each article.
